Retroactive: Performance degradation for some ES 1.7 shared-tier production clusters in Virginia

On 12/23/2016, from 06:54 to 07:06 UTC, some shared-tier production clusters running Elasticsearch 1.7 in Virginia experienced higher search and indexing latency as well as elevated 503 errors. Our ops team was alerted, and restored normal service levels by restarting Elasticsearch services on the affected clusters.
